OMERO homebrew jobs start postgres twice

Description

docs/hudson/OMERO-homebrew-install.sh contains

bin/brew services restart postgresql
bin/pg_ctl -D $PSQL_DIR -l $PSQL_DIR/server.log start

i.e. the database is started twice. This leads to random errors in the homebrew CI jobs.
