BUG: Downgrade of permissions group fails

Description
Noticed during testing of https://github.com/openmicroscopy/openmicroscopy/pull/2655.
Even when the annotations which prevented the downgrade were removed, it was still not possible to downgrade a group to private, in Insight.
Workflow:
- create a read-annotate group and have an owner of this group and two non-owner members
- have one member (member1) import data
- have the other member (member2) annotate the data of member1
- login as owner and try to downgrade the group to Private
- the downgrade fails, presumably because there are links which are not allowed in Private group
- still as an owner, go and remove those links (deleted attachments and unlinked all tags)
- try to downgrade the group to Private now - still fails silently -> not expected
