Improve processor slots and timeouts

Description
Issues:
- currently session timeToLive is hard-coded at 1 hour
- unclear if all interactive-processor and processorI resources are reaped on session timeout (processor.py will probably need a keep-alive thread)
- Processor is acquired but then passed on without any execution. If we are to use allocation, this has to be modified.
