- Insight currently hides the creation of public groups
- Web offers it
They should be the same. Perhaps based on if we get time to test the public workflow?

To prevent an inordinate amount of silliness (adding every user to a given group, etc), there will need to be *some* support for public groups, at least server side in 4.4.

Moving to unscheduled. Though the server has some support for these groups, no changes were made in the clients for 4.4
