- Web offers it
They should be the same. Perhaps based on if we get time to test the public workflow?

To prevent an inordinate amount of silliness (adding every user to a given group, etc), there will need to be *some* support for public groups, at least server side in 4.4.

We won't have time to test public groups for 4.2, so we should hide them
