Updated annotation objects don't reindex the annotation.

Description

As a follow-on to #2813 (Full REINDEX support), another gap which can leave objects with stale Lucene index information is Annotation.file. When the annotation is created/modified, the file object will be loaded and examined. However, when the file itself is modified, the annotation and any objects that the annotation is attached to are not updated.
