Define and implement new developer landing pages

Description
As described under #6380, there will need to be a very small number of landing pages for new developers. Core developers will need a page that first has information about contracts, desks, etc. That page should then point to the next landing page which would be the starting point for satellite developers, including information about committing, etc. There should also be a page, like OmeroContributing, which explains how external developers can have their code reviewed and merged.

Can we close this ticket now? Remaining work being done to improve the developer docs is covered under ticket #10199.
