Some DICOM files do not read all planes

Description

We have a sample DICOM file that is ~138MB, but detects has having a single RGB plane of size 636 x 422.

The problem appears to be that it has no NUMBER_OF_FRAMES (0x00280008) tag. It does have a mystery tag 0x20000 though, with integer value 180, which is very close to how many uncompressed planes the file "should" have given its file size: 144713460 / 180 ~= 803963 ~= 805176 = 636 x 422 x 3.

The file is dicom/niklas/C549QG9U.

For what it's worth, I haven't been able to find any other software that handles this file correctly.

Pushing to the next release, as we're almost out of time for 4.4.3.
