Clean and tidy the Samples folder

Description
The specification folder Samples need tidying up.
Tidy up. Restructure if necessary. Fix links on websites to these files. Write readme for top level. The files in the top level could be moved to better locations. Fix build file so all samples are still validated at build time.
Also:
/Samples/Examples
Check if can be removed - looks be be trac include versions
/Samples/OmeFiles
Does this need renamed? Also might need to pull in files from branch schema-2012.
/Samples/Working
Rename to match InProgress?. Tidy. Might also expand with files from InProgress?
/Samples/libxml2
Check with Chris if still needed/referenced.

Large samples moved to:
/squig/ome/team/Documentation/Specification/Samples/OmeFiles/2012-06/tubhiswt-*
Need to copy these to web server when deploying the Sample files.
