Move SchemaResolver into main jar

The custom SchemaResolver? used by the tests to get schemas from the specification jar could be moved into the specification jar from the specification_test jar. This will make it usable form general code.
This has now become a move to the ome-xml.jar in bioformats, once the spec folder moves over to the bioformats git.
This ended up being a move to specification.jar in bio-formats after all because of dependencies. The test using it ended up in scifio-test.jar
