Provide top-level classpath.xml/.classpath with all libraries/source paths.

Description
There needs to be a way to merge the <component>/classpath.xml files into a single top-level classpath.xml (a top-level .classpath would equally be useful for Eclipse). This would allow a global view of the projcet. The disadvantage is that it becomes much easier to "pollute" one component with dependencies from another. Running the build should show these problems though.
Also needed for #45.
