Description
Request from Basel:
"There has been a lot of discussion about trying to make sure the
scientitsts have the benefit of the tag system so that they have the
extra view on thier data. Putting rules into place was the most viable
option for a lab. However, when adding a tag the ability to sort a tag
list based on their popularity instead of just viewing the tag list
alphabetically would also be very helpful. This was with the goal that
the good tags will rise to the top of that list making it easier for
people to use a predefined set of lab tags. In terms of presenting the
information using the numbered system as already in place in the tag tab
view in the data manager."
D/W Jean-Marie - should not be too complicated to implement as we do the count anyway.

The new tagging box will allow to filter by name. Moving that to 4.4.x since it will not be done in 4.4.9
