BUG: ROI crosshair invisible on Windows

Description

This is, maybe, more of an RFE than a BUG but on Windows the crosshair for drawing ROIs is black which means it all but disappears in darker regions of an image. This makes it very difficult to use.

Check on Windows 8, crosshair is the same as on OSX, black with white outline, always easily visible.
