Add "load" method for clients to check server

Description

As has been seen several times during testing, slow server reactions often lead users to click more rather than less. If clients could check the load of the server, they could issue a warning to users that patience may be necessary.

The API will likely be via an asynchronous call:

handle = client.getSession().submit(new LoadRequestI());
cb = CmdCallbackI(client, handle)
LoadResponse response = (LoadResponse) cb.getResponse()
response.fiveMinutes
response.oneMinute
// etc.
