Examine re-instating individual service (rather than session) timeouts

Description

Disabled since everyone seems to keep all alive via a keepAlive() method.

This will be important for OmeroThrottling and especially as a part of passivation, work for which is included in #1106 (OmeroBlitz migration) since all passivation annotations had to be removed.
