BUG: Tags added at import invisible in Web

Noticed by kgillen during FS import testing.
It was also noticed in QA by an external user.

When an image is imported in indight and tagged st import stage.
In insight the tag is visible under tags and on the image.
In web the tag is visible on the image only, theTag tab does not show it.
