Write a client-side wrapper for OMERO.tables

Description

Some tables features can be implemented server side as a wrapper around pytables, or as a client side wrapper around the existing interface. The latter has the advantage that we don't have to keep modifying the published API, and will make it easier in future to move to an alternative storage backend.

This would probably be implemented as part of the existing Python BlitzGateway?.
