BUG: Tiles loading freeze after D & D

Description

Server Gretzky.
Image /Volumes/ome/data_repo/Scotts User Images/Teaching? svs images/Beta set/47_Ovary.svs

Open the image in full viewer, zoom out to 0.8x. (cannot do the workflow at 1.0x zoom. The problem is described in #10478.)

Drag and drop the red square in the insert (birds eye) into the middle of the image.
The tiles loading freezes. See screenshot. The selecting and deselecting of channels does not help. The tiles do not even start to appear after more than 2 minutes long wait.
