Define classifier namespace

Description
For dev 4.4 we'll stick to a single level of namespaces for the classifier XMLAnnotations. For example, in the case of WND-CHRM/PyCHRM and following on from the Modulo specification:
openmicroscopy.org/omero/analysis/classifier/pychrm/
The actual instance of a classifier (e.g. cat-person) would be defined in the XMLAnnotation.
