Do not allow to move the selection when loading the tiles.
Also do not allow panning or zooming using mouse wheel when loading tiles.

To test:

Try to move select a new location using the bird eye view while loading the tiles.
Try to pan while loading the tiles (zooming not yet in place using mouse wheel) see #10575
