bird eye view image

Description
In order to speed up the start up of the viewer and to view the very large image (See problem noticed during file formats testing) e.g. UCLAD_0000000280_2011-02-10 13_32_55Z.scn [UCLAD_0000000927 (R0)] LEICA SCN
The bird eye view image should be the existing thumbnail instead of using the resolution 0 and scale result.
This means that rendering changes will not apply to bird eye view but setting tuning should be turned off see #10625

Since we are just using the thumbnail here, we don't want to make a new request to server when
the rendering settings change. Browser can reuse the thumbnail it already has
