Use scc for travis submodules

Description

Using the submodules flag discussed in https://github.com/travis-ci/travis-build/pull/46:

git:
  submodules: false

we should disable submodules for travis and install install scc via pip and execute a command roughly of the form: scc submodule update --init which checks all organizational repos (and the repo which has just been cloned) rather than only checking the main repo (openmicroscopy) for submodule sha1s.
