Bug: Group/User Display Import For Projects Difference

Reported by Petr when testing Import As (https://github.com/openmicroscopy/openmicroscopy/pull/981#issuecomment-16053026)

login as user-6
do not switch to Group Display (stay in User Display)
open import window, and choose an image, in the location window try to Import As user-11
in the Project menu, try to choose user-6's project (to import as user-11 the image into)
the Project menu does not show any other user's Projects, except the ones belonging to user-11
close the import windows
switch to Group Display
try again to import as user-11 into user-6's Project -> the same problem as before, user-6 Projects do not appear in the Projects menu
quit Insight
open Insight
login as user-6
go to View > Group Display
try to import as user-11 into user-6's project
this time, the Project menu shows also the other users' projects (not just user-11's projects)

Similar problem reported by @spli during 4.4.7 pre-release testing.

According to https://www.openmicroscopy.org/private/ome-internal/testing_scenarios/ImportAs.html step 13
switching from group view to user view should results in the import screen list being restricted to those projects owned by the user selected under 'Import For'.
This only works after logout of insight and back in, otherwise it shows the old list. Similarly for switching from user view to group view.
