update README.rst to match changes in build system

Description

README.rst alleges things like that make by itself lists the build targets, and that singlehtml is a useful target, and suchlike. At least in testing the doc reorganization ​https://github.com/openmicroscopy/ome-documentation/pull/324 I am finding that such things don't work.

In general it would be good if make help or somesuch could still list build targets, and that README.rst were not filled with lies.
