Rewrite user/group creation script using CLI

Description

The develop merge job is using the following script to generate users and groups: ​https://gist.github.com/ximenesuk/3986303/raw/a6c7a3294f7ce25f6dda4c2cf09a6ce667912c2f/makeUsers.py

As part of the Jenkins job redesign, we could reformat this Python script into a CLI script and load it using bin/omero load during deployment. This would allow to daily test the user/group CLI commands.

Additionally, we could move this script directly under docs/hudson.
