Document 4.4.7 release process

Description
Post release of 4.4.7, the new workflow for releasing OMERO and Bio-Formats using OME-release jobs should be documented in order to 1- easily reproduce the steps for future releases and 2- improve the workflow.
I see two places where documentation should be added:
- the README.md of openmicroscopy/ome-release
- the release process page of the OMERO documentation (to be moved to ome-internal since this set of instructions only concerns to the OME team)
