Description

Similar to #10779 and #10780, the cli chgrp and delete actions will need to have the new MIF exception handling added. This likely means detecting either the new exceptions or checking possible actions (#10782) and displaying a comment to the user.

Moving out of demo 4.1 since it's unlikely to get addressed at this point. Colin: if you think it would be easier to test via the CLI rather than the integration tests, feel free to move it back in.
