Fix SCIFIO license page link

Description

The SCIFIO entry in the Bio-Formats supported formats table legend (see http://www.openmicroscopy.org/site/support/bio-formats/supported-formats.html#term-ratings-legend-and-definitions) currently says "See the license section on the Bio-Formats documentation page for why this matters" and links to the BF docs front page.

However, there isn't a separate licensing section in the BF docs so this should instead read "see the SCIFIO section of the licensing page" and link to http://www.openmicroscopy.org/site/about/licensing-attribution
