RFE: 'system-specific' default for file path restrictions

Likely the default for omero.fslite.path_rules should be system-specific so that unix users have the fewest restrictions possible while broken files will not be created on Windows. A first step will be to add a restriction type which detects the server OS and "Does the right thing". If that is then made the default, a docs PR will be need to outline the issues with transferring a unix server to a windows server after the fact. Indeed, we may even need a tool to check the validity of file names.

Not sure how this made it into 4.4.x; no wonder I couldn't find it.
