Pre-process chgrp to detect filesets

Description
If all the individual images of a MIF are passed to chgrp in a single DoAll, the chgrp still fails because the ordering of the validation is not sufficient to know that the Fileset will *eventually* be moved.
Some form of pre-processing may be necessary in order to detect that all images are being moved and to replace those with a single Fileset. This could get arbitrarily complex though so some limitations may need to be placed on the DoAll (e.g. no Save between Chgrp instances)

Initial implementation fo pre-processing is in https://github.com/openmicroscopy/openmicroscopy/pull/1142. It doesn't yet handle datasets or anything more complicated than images, but #10890 is a follow-on.
