RFE: Offer Move to Dataset in Web

Noticed during the preparation to Demo 4.1
In Web, there is no possiblity to target Move when there are no Projects ready in the target group: Datasets are not enough.
Server:Gretzky
User-4, group read-only-1, trying to move data to read-write
- go to read-write group and create 3 datasets, but no Projects
- also make sure that there are no Projects in the group, just Datasets (see screenshot)
- go to read-only-1 group, select images, try to move them to read-write-1
- Move dialog pops up - see screenshot
- you are not offered to move into the 3 datasets you have just created in read-write group
This is unexpected and unhelpful - certainly users would like to move also to Datasets which are outwith Projects. Compare the situation with Insight, where such targeting is possible (see screenshot).
