The only limit when creating annotations through the API are the Ice/Java? memory limits. This means you can create and attach a 4MB (and sometimes an 8MB) tag. Unfortunately the client/server may die when you attempt to retrieve a tagged object.
Note I added multiple large tags via the API before attempting to view them in OMEROweb, so I don't know if the issue is loading a single large tag or attempting to load multiple large tags.
