Activities panel MIF removal

Description

Since we now check for split MIFs before we submit to chgrp or delete, any attempt to split MIFs is a genuine error and we don't need to handle constraintFileset? specifically.

This will allow the Activities panel to become exactly the same in dev_4_4 and develop, with the non-FS improvements in develop being ported to dev_4_4.
