Bug: CLI chgrp fails when server is under load

Description
LockTimeout: Command did not finish in 4.0 seconds (or similar) is printed at the start of chgrp when the server is under heavy load. This is caused by the looking of the Request list uses the default values in def response (line 1407 of cli.py)
If there's no way to pass a flag, this should likely wait indefinitely. Alternatively, the method shouldn't be called at all in favor of failing server-side if the list can't be acquired.
