RFE: Do not show Cancel All when no use

Noticed during the demo 4_3 by @jrswedlow. In Importer, in cases when its usage cannot be executed (any more - for example when it is too late and uploads started for all items), do not show a clickable "Cancel All" button - nothing happens when the button is clicked.
