Faq: add faq about no recovery without DB

Description
Twice now we've had users asking how to recover from loss of the PostgreSQL DB:
- http://www.openmicroscopy.org/community/viewtopic.php?f=4&t=998 (January 2012)
- http://www.openmicroscopy.org/community/viewtopic.php?f=5&t=5227 (June 2013)
A FAQ entry should be added to the dev_4_4 documentation (not needed on develop) saying that recovery is not possible without the database. (This is one of the primary reasons for FS)
Possibly also a warning can be added to backup-and-restore.

Ok, as a general policy, I think we should avoid replicating info from the docs in the FAQs. This is clearly signposted as the info on back-ups and restoring for sysadmins so should be findable without an FAQ to point to it. I'll add one if we get a third community question about it after this is live.

Fix merged, closing ticket.
Kenny, I would add a warning to http://www.openmicroscopy.org/site/support/omero4/sysadmins/server-backup-and-restore.html#backing-up-omero and also add to http://www.openmicroscopy.org/site/support/omero4/sysadmins/troubleshooting.html - this is closest we have to FAQs within the documentation.
