Faq: add faq about no recovery without DB

Description

Twice now we've had users asking how to recover from loss of the PostgreSQL DB:

A FAQ entry should be added to the dev_4_4 documentation (not needed on develop) saying that recovery is not possible without the database. (This is one of the primary reasons for FS)

Possibly also a warning can be added to backup-and-restore.

Ok, as a general policy, I think we should avoid replicating info from the docs in the FAQs. This is clearly signposted as the info on back-ups and restoring for sysadmins so should be findable without an FAQ to point to it. I'll add one if we get a third community question about it after this is live.
