RFE: Slow performance Web Big plates

Description
After discussion with @jamoore, and some middle-term investigations, we need to do something about the Web performance with displaying of large plates.
The problem is mainly when the thumbnails are being loaded when the plate is clicked.
(NB: we have a small issue there that the click on the Plate does nothing, one has to click the Run - discrepancy Web vs Insight).
Workflow (on Gretzky)
- import data_repo/public/images/HCS/incell/INMAC384-DAPI-CM-eGFP_59223_1/INMAC384-DAPI-CM-eGFP_59223_1/ = 9 GB plate with 380 wells
- try to view this plate in Insight - the thumbs are loaded within couple of seconds
- try to view this plate in Web - the thumbs are loaded in 1 minute or more (see screenshot) with long periods where "nothing" is happening and in weird order (see screenshot)
- this would really hamper any serious big plates workflow in Web
