Invalidate cache on new Bio-Formats version

Description
If we can detect new Bio-Formats version (jar timestamp, sha1, internal version number, etc), then we can invalidate cached data from previous versions. The primary danger in this is causing a massive overhead after a new update, or causing a general feeling of slowness in the system on restart. Perhaps a background process could start re-caching all of the filesets instead.
Note: to prevent the Memoizer from continuously checking jar timestamp, sha1, etc, OMERO can calculate it once and inject it via the Memoizer constructor.
