OmeroJava test refactoring

- OmeroJava can be safely removed (the util package can be moved to blitz), tests can live in a differently named package,
- evaluate how to lower the number of failing tests, disable/remove tests no longer relevant,
- create a new component for integration tests and start moving tests for permissions, chgrp, HierarchyMoveDatasetTest?.java to it (with a greenfield component, try to come up with test writing procedures and apply them),
- evaluate the possibility and need of having a central location for helper classes related to creating test scaffolding,
