Restructure docs & redo index page

Description
The Index page is too cluttered and the OME-TIFF sections are too hard to find.

FYI: Jason just had a look at my local build of the index page and thinks it is definitely an improvement.

Have done the main work on the index page restructuring on https://github.com/hflynn/ome-documentation/tree/tiff_rework - still not entirely sure I won't move some of the XML & TIFF sections to the Developer section but thought it would be handy to get feedback on whether this front page is clearer and more usable before I go any further.
