Bug: Insight export ome-tiff to older schema doesn't work

Description
Following test scenario testing_scenarios/DownloadExportDowngrade.html#downgrade
In Insight select an image and open the export ome-tiff dialog. Select on older schema version. Export.
Run tiffinfo, schema always appears to be the latest (2013-06) instead of the selected verison.
Seen during Gretzky Ice 3.5 testing with Ice 3.3/3.4/3.5 clients:
