OMERO-qa-upgrade.py script should work with Windows

Description
Current the upgrade script uses symlinks. These can be created on Windows using mklink, but there are permissions issues which need to be checked, and deleting the link and/or the target needs to be done carefully.

Pushing back to Simon now that https://github.com/ome/omero-setup/pull/10 is going to be merged. If we need to take several of these tasks and organizing them in a separate story/milestone and have more people involved, +1. (Kenny, you did say you wanted to be involved... :) )
