Memory Leak being caused by bio-formats TCSReader

Description

This reader seems to be active when it shouldn't be and leaves behind a 1 meg memory footprint when exiting.

fixed in r3068. The reader was in the wrong category in the readers.txt file and was fixed in bio-formats.
