Setup a pypi test server

Description (last modified by spli)

I think it'd be useful to have a pypi server for distributing development versions of our python modules. pip could then be configured to use this instead of the default http://pypi.python.org/ and pip install -r requirements.txt would then automatically install the devel versions, instead of having to faff around with checking for the latest Hudson artifacts and overriding an existing install script (for example OMERO.searcher).
