Add SCIFIO and OME-XML dependencies

Description
When the necessary SCIFIO projects are ready (e.g. at a minimum, a 1.0.0 release of the SCIFIO core and OME-formats) we can restructure Bio-Foramts to use these classes instead of the current loci.formats classes.
