keyword generation from configurartion

Description
For the server set-up we use a configuration file to populate the DB.
Keywords need to be generated from the same file so it is possible to use them in the tests.
e.g. user in private group.

This work is currently on hold. Pushing to 4.4.x so we have a better idea of what are the remaining tasks.
