Move OMERO user guides to their own mini site

Description
Putting the screenshot-based tutorials into the user documentation hasn't worked out well as the repo is not designed to hold lots of images, especially regularly updated ones, and sphinx isn't good for formatting graphical content. Therefore content is being moved to its own mini website.

Closing ticket.
@rkferguson is currently finalising his local version of the new site in html. Once that is sorted, we can hopefully get it moved to the new url (user-guides.openmicroscopy.org as I suggested in my email unless anyone has an objection) asap.
After that, I'll be working on a PR to remove them from the user docs & reformat the existing content. I leave to other people whether you want to ticket the tasks required to set up the underlying build and version control structure under this story, I just made it to help me keep track of what I need to do for the 4.4.9 release.
