RFE: Make Help menu obvious in Web

Description
The Help menu is not obvious on the taskbar in OMERO.web. You have to click on User in order to find it. This should be improved - Help should be in a very obvious place of the UI, just as it is usual in other applications.
Further, the order of items in the popup when the Help menu item is clicked on should be :
- User assistance
- Open microscopy environment
- About OMERO

That can be easly resolved by adding the top link
bin/omero config append omero.web.ui.top_links '["HELP", "http://help.openmicroscopy.org/", {"title":"Help", "target":"new"}]'
pwalczysko do you think it should be added by default?

I have added a screenshot so that it is clear how does it look like when the new link-button to HELP is in place. I think this could be a default, but will defer to @rkferguson. I think the order of items in the existing Help menu in the right-hand side could be changed though (see my above comment).

Is this a new game - pass the ticket ownership - whoever has it when the music stops has to do something with it?
Happy to have help link there but it MUST NOT BE IN UPPERCASE!
