Bug: cmake build does not use embedded release version

Description
Once #11594 is implemented, the cmake build should set the build versioning metadata based upon the embedded version metadata, if such a file is present, and fall back to using git only if this file should not exist.

Fixed in https://github.com/openmicroscopy/bioformats/pull/884 which uses cpp/cmake/GitVersion.cmake if present.
