Bug: ant build does not use embedded release version

Description
Once #11595 is implemented, the ant build should set the build versioning metadata based upon the embedded version metadata, if such a file is present, and fall back to using git only if this file should not exist. This should be compatible with the strategy used in bioformats so that it works with the equivalent solution used in #11599.
